I came across this 2009 one dollar with an incused 'HH' stamped on it , which I thought was PMD but then came across a United Nations 50th Anniversary 20 cents with the same letters raised on it....is one of these an error?

Horst Hahne designed the 2 dollar coins reverse from a drawing by Ainslie Roberts, thus the hh on the chest of the elder.
The hh was only on the coins in 1988 and 1989.
it was removed due to concerns from the aboriginal people.
From 1990 onwards the hh was removed from the coin.

The reverse of the United Nations 20 cent was also designed by Horst Hahne. Hence his initials on that coin.

In your original post larena you've stated that the coin is 2009?

Was the HH re-introduced in 09? (or was original post a typo?)
