Might have had a die clash and the cleaned up the die with a file and/or wire brush. Who knows what really caused it, but it is common enough to not be worth a premium.

What really caused this is a form of die wear transfer that happens as a die ages. The pressure differences from where the bust is - and where it is not caused the wear to form in the basic outline of the bust on the obverse.

This has nothing to do with die clashes.
