This is a rotated die but was wondering how much does it have to be off to carry any kind of value. This is only 15% off.

Sorry, I dont know enough about rotated dies, all I know is that 15 percent is the lowest it goes that they call it a rotated die, so its not going to be worth as much as say a 160%

I think I read that it needs to be 30-35%.

I would not keep any at less than 90 degrees.
180 is the big one. Just my choice.

That sort-of depends on the series - earlier coins allow for a lot more because the presses were different.

On memorial cents the tolerance was rather low. Unfortunately, however, yours isn't nearly enough. It needs to be around 45 degrees to count.

BTW, there are a LOT of cases of very minor (like yours) rotated dies for 1973 cents.
