The obv and rev of this 96 P appears to have been filled or struck through on both sides.

Most obvious is the reverse where the F and S of FIVE CENTS are the only visible letters. The second L in MONTECELLO is barely visible.

On the obverse, the device lettering area from 1 o'clock to 5 o'clock are very weak along with the date, and the 9 o'clock area and nose area of Jefferson's face.
