Does the loop on the 9 in the 1982 penny also indicate large or small? If so, is it a characteristic in all years that start with 19 and have different sized dates? is there a common characteristic?

The answer is no. All of the large and small date differences are unique unto themselves. You cannot use the rules for 1970S small dates to determine 1982 small dates.
