Just looks like damage from a counting/rolling machine or some other source.

The M.M. could only be in one area (not two areas at a time) and only one per coin.

Not to be arguementative...but an RPM is more than one MM. Some are dramatic and show almost two full MM's

But not next to the date. I am not sure around the actual MM it looks like Die Deterioration.

No matter how close you get to the "4" there cannot be a MM there. Period.

Maine

After I read my own reply it did not read like I mean't
it to. The OP was asking if it was an RPM (which it is not)
or in his own terms, or a double mint mark. I was refering to the placement of what the OP thought was a second M.M. The M.M. can be
in many various positions in proximity to the date etc. but the placement of a second M.M. by hand on the die over by the 4 in the date
is not very likely at all.

Anything is possible when they were punched by hand....but I don't believe this coin is anything but damage....probably from a rolling machine.

Not that I really need to bat for anyone here who is correct most of the time, but Maineman is absolutely correct on this coin. It is damage.
