It looks like it may have been laminated to another metal or fused in some manner (chemical reaction?) and then seperated. Maybe a metal based adhesive? It sure appears that there is excess metal still attached to the coin (some ground off?). Very strange! Mike
What's confusing about it is that it looks like there is additional metal of some kind on the obverse. That rules out acid or something that would have eaten away anything.
Rick, do you know what happened to it and we're just trying to guess or are you looking for an answer to what happened to it?
I have a theory,, but as a matter of fact I do not know!! In my never ending optimism ,I see it as the last part of a capped die that was struck and stuck to the coin, my only real problem with this theory is that the portion of the motto and Mint mark and date that are visable are fairly well struck and set below the level of the metal that is raised on the coin ?
