the easiest way to tell as my grandfather taught me is that if the dots between omn and rex line up with the beads on the rim its India as appleangle has stated, if in between then its a London, check out the 1911-1915 and 1919 for comparison mschipp as they are all London dies.

To be more precise your coin has an Indian obverse from the 1921 obverse hub (sent from London in 1921). It is the most common obverse found for 1921 dated pennies, there are also a number of Indian obverse dies used with the 1921 reverse that were struck off the 1920 obverse hub (sent from India in 1920) and identified by a defect in the crown. The London/English obverse is found less frequently (I know of only 3 working dies) and were almost certainly the product of the 1922 obverse rather than the 1919 obverse.
