It just looks like damage. Sometimes things like this can be confusing since it isn't your normal wear and tear. You can see pretty easily that it was displaced from its original position.

It took a hit from something, possibly a coin rolling machine.

Coin wrapper damage. Not how the L in LIBERTY is in the same direction as the rim. PMD
