It is a mere result of die fatigue, and a large number of 1955 cents were minted using very fatigued dies. Nearly a fourth of all 1955 cents sold by the same dealers marked and priced as normal coins would qualify as the "poor man's" double coins if they just looked at them.
I have been through roll after roll of 1955 cents looking for the true doubled dies and have seen more of the "poor man's" double coins than I have normal ones. Need any?
