Little fuzzy on the photo but I'll take a stab at either F-15 or possibly VF-20 with a clearer photo.

Yeah, looks 20 - 25 to me, improperly cleaned, net 12 or 15.

It looks like a F-15 to VF-20 to me. The coin looks a bit too white for a coin in that grade which is probably a sign that it has been cleaned.

Coin does not appear to be cleaned to me. Too much dirt in the protected areas.

melt is about $9 (3 halves is about equal to an ounce)
condition and rim tick puts value at $12 IMHO

I agree with the assessment of F15-VF20 hard to tell from the photo how sharp the skirt lines are but I would lean more toward VF20 if the lines on the left leg are still sharp.
