In my underknowledgeable thinking the plastic baggie is most likely something to protect the slab from damage while the item was in APMEX inventory and suring the shipping process time and delivery. Removing it would cause no loss of value. Other people selling slabs do wrap them to protect them from damage while the USPS or UPS has control over them.
