Looks like a weak strike. There is no difference in the surface texture where there is no fur and the field next to it.

Can you post a picture of the whole reverse, and obverse?

It is not a weak strike. The highest point on the reverse, is the beaver's butt. The obverse appears to be fully struck. Without the coin in hand, the best I can say is that it is either a strike through, or a minor die adjustment strike. I'll let the nickel error collectors step up to best answer thisone. Good eye!!
