I've been looking over a lot of Peace dollars and I've noticed that even on ones with minimal wear, the reverse letters are weak, Is this just the way they are?

I agree also, even my MS-64 has a weak "Peace" strike on the bottom......

This is the reverse of a 1926 Peace in MS-64..

With some patience you can find Peace dollars with a relatively decent strike and when you do expect to pay a bit more than one with the typical poor strike if the dealer is paying attention and recognizes a better than average coin.

I wonder how many P coins are actually D or S, but too weak to show.

Probably not so much that - the weakness in Peace dollar strikes is at the periphery. Look at a few of them. You'll see flattening of LIBERTY towards the rim, and on the reverse PEACE will be weak.

A full set of Peace dollars in MS63 or better, with what can be considered a "full strike," is a difficult accomplishment indeed.

I have seen MS64 coins and above that have weak strikes around the periphery. They just didn't pay much attention or didn't care when
they were making them. They were probably celebrating to much... :)

Yup! UNC Walkers also sometimes have some really weak strikes of either obv or rev. Seems to happen more with "busy" silver designs than others - in general.
