Are they known to have weak strikes at times.I bought a 1869 and the obverse looks MS while the stars on the reverse look weak struck.

Yes, weakness is somewhat typical on the Shield nickels. That was the reason for doing away with the rays after the first two years- just too darn difficult to strike properly with that design. Without rays, it was still a hard coin to strike with full details.
