It looks BU to me. At least the luster indicates. Who knows whats under that reflections though? I don't think it would be possible to assign a grade with that large of an obstruction from the real surface. The reverse does seem to be very clean though.

There are no major marks in the fields, nothing more than what you can see on Washingtion
