1850 Bank Of Chester Five Dollar Note

I aquired a placard with a few silver certificates,a fractional 25 cent currency note,and a very odd note.
I have looked and looked and can find nothing whatsoever on it anywhere. the note has a hand written date of July 10,1850 on it with a serial number hand written of 7130. On top of the note it says South Carolina with a colonial picture in the middle of the note. On the Left hand side is a picture I believe of Jefferson with a hand written signature saying cash afterwards followed by Washington also with a hand written signature. It is mostly all hand written note and any help anyone can offer me would be so appreciated.it is in fair/good condition for its year.Its been in a sealed placard for about 5 years.

@rgathright, thank you very much! I knew it was special the fact with the signatures and the dates and the mints are all hand written..now days its a machine! I'm not really sure what I am going to do,The set is (three) paper silver dollar certs; 3, 1957's, one of them series b, and One with a Star,and Series "A" in serial number,A Worn fractional currency 25cent 1843 Note,And of Course, this beauty.I have considered selling it as a full set but since there is nothing to compare it by,I have nothing to base it on, or even offer a fair price.After all we are all collectors and admire pieces of Americana History!
