This 1922 Peace dollar coin was listed for auction for $0.99, I bid and no body over bid me. I won for $0.99, but the seller cancel the bid about an hour after bid ended. I reported to ebay but they said seller could do that if the merchandise is missing. But now the same merchandise with the same NTS number is listed again. This is the third time flaky sellers not delivering what I won. Many story they telling me. Is this common over here?

Well, since he listed it again and if you can prove it's the same exact coin, you probably have a chance to at least have e-bay credit to your account the .99 cents of your winning bid. I think there is a process for making a case for a non-delivered sale.
If the seller doesn't want to deliver you the coin you won't get it, despite whatever pressure you put and whatever evidence you have.
I think you may only win the .99 cent credit.

My only question is, how does it keep going for only 99 cents?

I think it's a strategy. He uses the low number to attract interest, and he gets charged a low insertion fee because he puts the .99 instead of something higher.

The seller cancels the bids before the auction is over then ends the auction early claiming the item is no longer for sale. Looks like he ends them early if it looks like he's not gonna get what he wants for them.

So far, so good! Your bid has been confirmed, and you are the highest bidder. It's almost yours, but you could still be outbid. You can improve your chances of winning by increasing your bid.

ebay Bid Cancellation Notice - Item

Dear ebay Community Member,
The bid that you entered for the item (300749094202) has been cancelled. You can view the reason provided for the cancellation by selecting the (bid history) link from the individual item page.

Please be cautious if you are contacted about purchasing this item after the bid has been cancelled and as always avoid paying for your ebay item using instant wire transfer services through Western Union or MoneyGram as these payment methods are unsafe when paying someone you do not know.

Regards,
ebay

I didn't get winning bid notification, not invoiced, and not even paid.

I did complained twice, first ebay said seller can do that if he can't locate merchandise. Then after seller listed again she said you can bid again.

I won a clad Kennedy half for 0.01 (one cent), but the seller went through with the bid. Probably did not hurt that I picked up some other items to go along with it.

Seems kinda shady to me, if he/she relisted the item, then it's definitely fraud. ebay's answer (if the seller cannot locate the item) is pure hokum, and is covering their back-sides. The seller needs to accept responsibility of this.

Cancelled bid is not the same thing as winning the auction. If you received an email saying You've won! then you won the auction for .99 cents as you stated.

However, a cancelled bid leaves no obligation for the seller to give you the coin, and no option for you to leave feedback for the same reason.

Although cancelling all the bids and ending the item is technically against ebay rules, and might make some bidders mad, it's the sellers way of backing out before they have any obligation to the buyer. Not trying to defend the seller's shady actions, just saying.

It looks like the seller is calling it a 1900 Morgan dollar in the description. Maybe he used it as a loophole to back out of the auction?
