1996 $100 Bill With Blue Seal And Serial Numbers?

Hey everybody:

My brother in law works at a bank, and can guarantee that this bill is genuine. He came across this while at work because it looked unique.

It looks like the green ink has faded to blue. There is still a greenish color to the left serial numbers, but even there you can notice a difference between some of the letters and numbers.

The seal and serial numbers on the right are a bright blue color, kind of like the old silver certificates.

Just wondering if anyone knew anything about this kind of error, how rare it is, and if there is any kind of premium associated with it above the face value.

Acetone job. I tried doing this before, and on all of the new colored notes, the FRB indicator and seal turn green.
