Are '91 quarters good to start hoarding? Is this a coin that could be worth a lot in ten years from now?

I would definitely hold on to them. There was only 459000 minted. The reason for the short print was so the mint could "save up" the nickel to be used for the provincial quarters of 1992.

And what should I be paying for these?
I have somebody who wants to sell a whole bunch of them at $10 each, is this a fair price or too much to pay? And also are there any other coins like this with low mintages worth holding on to?

Their price has peaked, because a ton were set aside in mint state condition. In fact, it is harder to find a circulated example, than one MS-63. I would say 10 years from now, this coin will remain at the same Trends price (while inflation however, will have increased against it)...
That said, most mint rolls out there probably have been searched. So buying one MS-65 (business strike) would possibly be a better investment.

It was known at the time of release that the mintage would be low, consequently they were hoarded. MS65 and higher are tough to find and the prices reflect that. You should be able to pick up a nice MS64 example for around $20-30.

I suspect almost none of the 1991 25-cent mintage, while very low, will be affected by the alloy-recovery program. So, they will always be available, in mint state condition, quite cheap (relatively speaking)...

I don't know if it a mistake, but a recent CCN ad for PURCHASING rolls did not offer any premium for uncirculated 1991 25c rolls.
Sometimes there are odd disconnects between the dealer offer prices and the retail prices. Charlton's Canadian Coin Guide frequently has these disconnects.
