It looks like a double die, but I'm no expert. Neat find if it is, though.

Flat, shelf-like doubling will always equal very common Machine Doubling damage. Due to the single squeeze method of die hubbing implemented on all denominations by 1997, large spread doubling on peripheral devices is now virtually impossible. Doubled dies resulting from single squeeze hubbing are now almost always manifested as close spread doubling isolated towards the center of the design.

Machine Doubling (MD) because it cuts into the devices instead of making them fatter.
