This I don't get.
My daughter was born in 2011 so I was looking at these. For less money I got the 1/2oz silver baby coin at issue price rather than a baby quarter and regular circulation coins. Do people collect baby sets from all years? If you want to commemorate your baby's birth year, then why would you care about rarity or collectablilty?
The 1/2 oz is bigger, silver and proof finish, much nicer to look at imho.
The only thing I can think of is people just don't realize the 1/2oz exists? Or people who are collecting every quarter ever made?

From ebay, but early this year. I guess it wasn't actually issue price, but $65 (small premium). I was trying to get the gift set at the time as well and the auctions were going for more than the $65 the 1/2oz was going for.

Issue was $19.95 plus tax so $30 no tax is reasonable I guess especially when recent sales have been $100 or more. I'm still trying to figure out why a set with 38k mintage is so much more popular than other baby sets have been over the years.  True, the quarter has a unique design but is that really the differentiating factor? Plenty of other similar sets have unique quarters and they sell below issue price. Seller has a good rating but hasn't sold anything in almost a year and most of his sales are not coins. I'm guessing he's a 'liquidator' type who sells whatever he finds so probably just wanted a quick sale. This ebay listing lasted less than an hour.

just curious. What is so special about this set? How about the wedding, holiday set?
I bought 2011 wedding set 2 months ago at 1/2 price.
