Definition Of "Uncirculated"

Hi everyone! I'm sort of new here, and I was just wondering what the actual definition of "Uncirculated" meant. Does it mean not touched by human hands? Or does it mean that it never touched another coin? All help would be appreciated. Thanks!

Uncirculated = Not targeted for circulation

As per my understanding, it is more definition than grade.
For example:

1 penny from the roll will be "circulated"
1 penny (the same finish as above) cu-off from set - will be uncirculated (with BU, Proof Like , Specimen or Proof finish)

So if I have a penny that has been in contact with other coins, but its graded at MS60+, then it's not circulated?

Yes - it would be uncirculated.

Coins that are produced for circulation that do not show wear and are graded MS-60 or above are considered uncirculated.

Prior to 2011, in addition to circulation, proof and specimen finishes, there were "Prooflike" or "Brilliant Uncirculated" finishes on coins - better strikes and less handling. These were not produced for circulation and were specifically made for sets.

Starting in 2011, the coins produced for these sets have regular circulation finish. (i.e. they would be the same coins as those found in rolls)

Let's not be too quick here.
Uncirculated means, or USED to mean, "showing no signs of wear." By this was meant the normal wear
caused by a few hundred or a few thousand hands on it. The action of thumbs and hands on coins caused wear,
i.e. RUBBING on the highest points of the coin.
This is NOT to be confused with bag makes, or toning, or bumps and bruises, all of which, while not altering the actual
state of wear, affect the value and desirability.
CAREFUL human hands may hold a coin without altering its uncirculated state. WITHOUT GLOVES!
Ordinary uncirculated coins routinely came into contact with other coins. From the machine to the bags to the
teller trays, contact occurs.
It is a maze of terminology out there. It takes a lot to keep one's head above water.
Be brave.
