In my opinion...No! You can buy full rolls of BU 1991 quarters for $500...to me thats a better way to go, and with a little luck you can find your own MS-68 in the roll

It's NBU and NGC overgrades. MS-68 from ICCS is almost non-existent. So, you'd expect it to be an MS-67 NBU at best.

It is from a PL set, and not a business strike. The short answer is definitely not, not at that price.

I submitted five 1991 25c from sets to ICCS, and got all but one back MS-67 NBU. An ICCS MS-68 NBU would be worth a good few hundred dollars (in my outdated pop report there is only one listed as graded), but an NGC one might be worth what an ICCS 66 is worth.

Edit - PS the seller is well known by some here. Caveat Emptor.

Guess what?
The Trend for AU 50 Quarter 1991 is only $1.20 Mintage 459 000
The Trend for AU 50 Nickel 2000P is $5.60 Mintage 4 899 000
The Mintages are off by more than 10 times. if have heard that some of the 2000P nickels are returned to the mint to be melted. Is this true? I don't own any 1991 quarters but one uncirculated (scratched) nickel. I don't know which one is more investible.

An Uncirculated MS-60 coin can and most likely will have blemishes
