The "error" is not legit. First clue is that the rim has no wear, dirt, or toning to it.

I dont know about Canadian coins but most Australian predecimal clipped coins show the blakesley effect. It is a good indicator of a genuine clip.

your second set of photos showing the inside of the clip looks newer like a file creation

Having had a second look I'm fairly sure its not genuine. The clips I have and have seen have a distinct edge to the clip. Yours seems to have what looks like parallel scratches which indicate to me its been filed down.
