That is because any rub at all immediate forces the grade under MS-60. But, the rub doesn't have to come from circulation. It could be due to poor handling. * Take a beautiful raw MS-66 * Slide it along a felt display case causing a small rub * This MS-66 is now AU-58. How will it compare to an MS-60 to MS-63? If you send it to ICCS they more than likely downgrade it on because....best bet if its for resale leave it..If its for yourself..leave it its already in a hard case now....
