Found this 1993 something in a roll.I have no idea what it is .The lines around Lincolns head are raised.Are those polish lines or feederfinger damage ?

Nice find.

I have a couple of quarters with similar marks around Washington's face. The coins are not in great shape though. I had assumed the lines were brush marks.

Is Feeder Finger Damage a one-time thing or is it because of an improper setting, therefore the error gets repeated for a while?

It is damage to the die, therefore repeatable.
