Kwangtung-Coin-Or-Charm?

This coin/charm has the usual Kuang Hsu Tung Pao look of the obverse of the period 1 cash coins. The reverse has the Manchu mintmark Guang for the Canton mint on the left side. The other Chinese characters probably describe what this item is. Hope on of the Chinese readers can interpret the legend and perhaps identify what the item is.
