Are the extra claws indented or raised? They look indented to me which suggests it is PMD.

its pretty hard to tell, through a magnified glass it looks raised, but through photos it looks sunken. and its too fine to rub your finger nail over it. is there an easier way to tell?

You should be able to see quite clearly with a 40x loupe. If you dont have one I would suggest buying one. You can pick them up on ebay for literally a couple of bucks.

My money is on it being PMD.

had another look at it, they do look sunken in. is it worth collecting? would it have any value? where would be the best place to have it inspected?

If they are sunken in it is most probably PMD and worth 20c. Not really worth having inspected by anyone IMO.

It looks like the 3 lines to the left are most probably impact damage caused by the milling on the rim of another coin, so I agree that it's PMD.

Below is a picture of a 20c fresh from the enworb mint. The enworb mint uses only the most cutting edge technology (aka a hammer and 2 coins)

Sorry sav1081 but in this case I think nancy is spot on. Your coin has been conveniently impacted by another coins edge
