Can you even buy a roll of 20 of the uncirculated burnished "W" ASEs? I think these go to a TPG, but I just want to be sure.

There are places that will sell those. As to what kind of quality they will be I cant say

I don't think you can unless you order them from the mint at $55 each then pull them from the org pack and put them in a tube, really no point in that.
