I'm not a bill collector but they do turn up in my shop. About 4 years ago I purchased a small bunch of silver US coins and a few bills. Some very common, very wrinkled silver certs and this 20 dollar bank note. I sold most of the pieces but decided to hang on to the bank note due to the pen writing on it, assuming it would be difficult to sell.

About 1 1/2 years ago I was looking at the bill and realized that the name Chas A. Floyd belonged to Pretty Boy Floyd. Unfortunately, at some later point in time, somebody has traced over the old ink with what looks like an older Bic felt tip pen. You can definitely see the old reddish brown ink applied with a fountain pen under the newer layer. I've ask an autograph expert plus other autograph dealers and they all agree that if it turned out to be a real signature, the damage from the modern ink would just about kill the value. In my opinion, it still has some cool factor and would have been a fantastically scarce piece.

Wow, that would likely have a value in four figures if it was clear and untouched. It's hard to tell if it's authentic with the sharpie job, but there are similarities to known samples of his signature. That's a shame.

When I searched the Web I found one example of his signature. It was on an arrest form. His F looks like a backwards 3. The guy I bought the coins and bills from said all the coins belonged to his father who died in the 1980's. Obviously before the Net and in my opinion, if you were going to fake one back then, you'd probably use the signature 'Pretty Boy Floyd.' Not many people would have recognized Chas (Charles) A Floyd. Not that this matters, I don't think Charles liked being known as Pretty Boy.

Side Note: When Dillinger was killed, Chas became Public Enemy #1 until his death about 3-4 months later.

And, unfortunately, I do believe that if this bill was genuine and untouched, would fetch north of 3000. Maybe 5000. But then again, if the queen had the round dangles, she'd be king.
