That is the going rate for a dateless mintmarked buffalo. They have a slight premium for those who restore
because of the possibility of getting a key date.
I believe that you can get a partial for .15, but it won't be a good one. It'll either be P-minted, or if it is mintmarked, it'll be something like 1935-D.
You won't be able to buy a mintmarked coin from the teens for .15, but you'll get a bunch of those in a dateless lot. What value someone assigns to any particular restored
depends on the person and the method and degree to which it was restored, as there is no price guide.
