So I got this from ebay with the assumption that it was high relief. From what I have read, the HR will have both A's in Gratis pointing to denticles and LR with have both poing between dentic
On my coin it is clear that the second A points to the denticle, but the first A is a tough call. I don't see any variety that has one pointing between and one pointing at, so I have to assume that they are both pointing at the denticles.

Any opinions are welcome as I am stumped.

I don't have my Charlton guide on hand, but I'm pretty sure they only reference one letter, maybe one of the A's in GRATIA. I did a quick google search and found a 1951 LR for auction (Moore's) that appears to have the last A in GRATIA pointing between denticles.

I dont have my charlton on hand either, but the info on coinsandcanada lists A's pluralized. Like I said, I'm pretty sure that it is the high relief.

It's high relief,LaureateBust is correct,A points between for low relief.Low relief for 1951 only exists on PL coins, none were issued for circulation.

It's definitely a high relief.

I've been told it's best just to stick with the positioning of the second 'A' and ignore the first 'A'.

There were PL coins in 1951?

I know there were specimens. But, PL?

The PL situation prior to 1954 is very vague. When did the mint start releasing selected uncirculated non-specimen sets?

Have owned a 1949,50,51, and 52 set all coins were mixed UNC and PL. All sets were in little white boxes in cellophane holders and a copper staple. Thus very similiar to early 1950's US proof sets. The coin pictured is a high relief. To see a good example of the scarce PL only issue of 1951 Low Relief check out the one we just sold on ebay Tradingnancy completed listings. The difference is hugely apparent!
