I would definitely get your coin out of that old holder with those rusty staples. You want to get yourself some saflips or mylar, non-plasticized "flips".
A better close-up of your coin would help greatly. It could just be toning or worse, pvc damage or spots caused by improper storage.

I will be putting my entire collection in new flips asap.
my best guess is it was stored within improper conditions (high humidity), hence the rusty staples.

These are good Shane. The 40 gram unit is the one I use. Sucks up moisture in an enclosed area. You could store your coins in a tupperware container with one of these or, a safe deposit box too.

Keep your coins near a radiator if possible and put silica gel with them.There is obviously damage being caused.Your copper will soon be nice and green.

I just collect all the silica gel packs that come with trainers etc.
I must have 50 in with my copper.No problem in 40 years.

The spots could be from pin holes in the cellophane of the 2x2 the dollar is in which allowed air to get in and react with the coin. The hole doesn't have to even be visible for this to happen. As was previously recommended, you should remove all of the coins you presently have in the old 2x2's and put them in new inert holders.
