I doubt if it's rust,nickel shouldn't rust. It looks like it might have been in the ground for awhile(metal detector find). I think it's environmental damage. John1
If it is not steel/iron, it cannot rust and that dime is definitely not ferrous. That is the classic appearance of long-term soil exposure on a CuNi coin.
