I would bet ICCS would not grade that coin as an XF.
VF30 sounds about right.

I have its twin just back from ICCS and they say VF30. Hair cord incosistant and flat. Nice coin though!

You obviously assume that ICCS has consistent grading. I have my doubts on that point.
