Think we saw one of these before, being hawked the same way. VOC refers to the Dutch EAST India Company, and these coins are common in Southeast Asia/Australia. The Dutch stopped running New York long before the 1790's; someone is trying to sell them at a premium to unsuspecting Americans.

Total misrepresentation, it is NOT a US Colonial coin. It is from Vereenigde Oost-Indische Compagnie(VOC) aka The Dutch East India Company. VOC was a Dutch trading company that operated in Southeast Asia and Indonesia from 1602-1798. The Dutch West India Company, an entirely separate corporate entity, operated in the Americas from 1621-1792 but they were out of the US colonies by 1674.
