Looks to be on the F/VF line. Some would say barely VF and others Fine.

It looks lightly cleaned too. Not bad there at all though (not Improperly Cleaned IMHO).

I believe the obverse was likely a touch weak off the dies because the reverse looks stronger and solid VF.

Overall it should be a nice example for your 7070.

VF IMHO (acetone soak might remove some of those black spots)

Acetone might get the spots, but I worry what would be left behind. The coin underneath that stuff will not have toned like the rest of it, and instead of a little grime which might be expected of the coin, you'll have bright spots which signal to everyone that the coin has been cleaned.

Another vote for VF-20. The dark spots would concern me. They look like they are developing into shallow pits in places. I'd put it in acetone just to remove possible corrosive contaminants like PVC residue. Acetone will also ensure the surfaces are fully dry which will reduce potential corrosion risk.

So how exactly would I use acetone on this? Is it a quick submersion of the coin in acetone? Or do I leave it for certain amount of time then rinse it?

I leave the coin in acetone for several minutes up to one hour. Rinse with water and pat dry.

I'm at 30 over 35 with a problem obverse cleaning, I'd still call it 20-25.
