As pointed out in the thread amida17 linked to, it's an Indian temple token, though not of the usual Ramatanka style.

As for what it's made of, older temple tokens are made of silver, more modern copies are typically a pewter-type alloy.

It appears to be the Goddess Kali on one side and Lord Rama with probably Laxmi on the other. If it's a temple token then it's certainly unusual.

It surely is a temple token. And it is Kali also. On the right of the figure, it is written "Kali mata" in devanagari script.
