I would go XF40. The reverse is a little better. Very nice.

Definitely THE key of the buffalo series in this grade.

Full horn on those in circ condition is really tough to find.

Pretty standard EF-40. This coin is, indeed, considered the king of the series in this grade, if we ignore major varieties/errors. The 21-S and 24-S are just about as difficult, though. Trying to find any of those 3 with a full horn takes time and money.
