I have this coin which appears to have a horrible gold coloured laquer over it. I wonder if anyone can identify it and say if the laquer is part of its makeup.

Before the invention of 2x2s, people did all sorts of things to try to preserve their coins. Lacquer is one such method.

Though this particular coin seems rather worn and beat-up to me; one wonders why anyone thought it required such treatment.

Solvents ought to remove the lacquer without harming the underlying coin, if that is your wish. Which solvent would work best would depend on what the "lacquer" actually is. If it's genuine pre-WWII lacquer (shellac, extracted from trees infected with lac bugs) then alcohol (methanol or ethanol) should dissolve it. If it's a modern acrylic-based substance, xylene or acetone ought to work.

A-a-and the good news is that it's very common, so if you should not be able to remove the lacquer, or if you destroy it, you should be able to replace it easily.
