I had a customer pay part of his bill with two rolls of quarters. Out of the 80 quarters there were 41 total State Quarters with 10 being duplicates. What are the odds? Something tells me somebody needed extra money so they parted with some of their unwanted states, duplicate states or all the states they had on hand. I'll search for errors and then reenlist them back into service.

Appears to be something taken from a collection. Very possible at one time all were in a Folder and either the owner stopped collecting or the entire Folder was sort of borrowed by someone. Since in rolls, doubtfull from a kid. The chances of what you found is an accident is sort of like the odds of catching a meteor in your bare hands.
You mentioned you don't collect those but might be a great time to start. You already have a great start and at no additional cost. Are those all the same Mint?

just carl,

If they weren't so bagged to death I would have considered it but these are well circulated coins. So far no errors found.

Those quarters could be from someone like me: Just to be wierd, I roll my spare State Quarters and eagle quarters separately.

BadThad,

No Wisconsin quarters. For some reason, don't see many in Virginia. At least I don't.
