Mint Set Error?

So, quick question I was hoping someone would know something about. I purchased some old mint sets recently and I've been trying to get two sets of each year so I can break one up for my albums and keep the other intact. When I was examining my 1999 mint sets, I noticed that in one of them on the Philidelphia State Quarters, there is no Pennsylvania quarter, and two Georgia quarters. Is this common, or does that make this set more valuable? It is still in the OGP. One thing I do know, it's frustrating because now I need another 1999 mint set!

This happened to me with a 2001 Denver mint set. From what I have gathered it doesn't really hold a premium (maybe a couple extra bucks to the right person) as it is fairly common and there is not an actual error with the coins just a human error when placing the coins in the set.

I bought a 2009 Mint Set where the "P" Half-Dollar hole was empty. Lucky for me, I opened it in front of the cashiers at the Denver Mint Gift Shop and they exchanged it on the spot!
