How does getting a coin graded by NGC or PCGS work? Isn't it like a minimum of 30 dollars a coin so how can people sell on ebay grades coins for under that on ebay?

There are a couple of ways you could do it for PCGS - buy a membership and submit for yourself (cost of grading plus membership) or have a shop/dealer submit when they send in a group. The cost is varying if you want to have it attributed so the best way to look is check out their site, http://www.pcgs.com but it is more than $30. I have no idea what the dealers pay for bulk.

Not sure about NCG and assume people on ebay have not submitted them themselves but acquired them after they have been slabbed so they did not pay themselves.

It depends on what the coin is for costs. A single coin is more like 50 but the more coins you submit the cheaper it is per coin. Regardless of that though if the coin doesn't grade well it doesn't grade well and thats what the market is for it when it comes to prices. If you send in 100 for bulk orders it goes down to around 10 a coin where for moderns the perfect 70s will pay for the money lost on the 69s and lower and then some

I know cheapslabs has an under $11 catagory.

Basebal21 has pretty much said it. For the last fiscal year, PCGS has reported certifying coins for as low as $5/coin and an average of $14.89/coin

On bulk submissions, PCGS will allow you to pay for only those coins that make your specified minimum grade. An established number of coins must make the specified minimum grade or you'll end up paying for some that don't get holdered.

As basebal21 noted, the minimum price ends up being around $10/coin from what I understand also. That's not $10/coin submitted, that's $10/coin holdered in a PCGS slab.
