Smack in the face first thing I see is the Wide AM reverse. I dont think this is a 96, the spacing on the last digits looks more like a 99 and even such It has a Wide AM reverse which is not typically the general characteristic of these years, but a 96 Wide AM was rumored (not verified ) and of course the 99s are obviously more valuable with the reverse, SO I recommend you pimp it out and have experts go over their features and diagnose it properly.

Nahhh, it's either a 94 or 96. Probly 96.

again the reverse is rdv-006 and not the typical rdv-007 of all these years being stated. If you can get it verified to be this range of years, it could be quite valuable and well it makes it quite interesting.

Wow...I didn't consider the reverse! That makes this coin even more interesting. Again, what was the last year in the 90s where WAM was on business strikes--1992?

I cleaned up the photo a little.  It cloud be, and most likely is, a 1990 but could be a 1996. Edit: Just looked at a '96,this has to be a 1990

Reporting back from visiting the local coin shops.
Shop one: Does not know anything about error coins refused to look at it.
Shop two: Much more knowledgeable but still insisted that is was sanded down even though no zinc is showing. He didn't like the horizontal lines, and dismissed a strike through cloth error. Both did not want me to have it graded.

The coin was struck through a heavy layer of "grease". By grease I mean any sort of lubricant. Its appearance is entirely typical of such errors.
