No. This coin has verdigris - corrosion.
"PVC damage" comes from storing a coin in the wrong type of plastic album (PVC is the worst, but other plastics can be just as bad). PVC will deposit a layer of green goo, typically on the high points of a coin and/or in the open field areas.
PVC residue can be removed with acetone, and the coin will have minimal damage underneath. Verdigris, especially to the extent depicted above, will not be removable without strong chemicals, leaving deep unattractive pitting behind.
The seller says it's a "dug coin". Keeping a copper coin underground for a couple hundred years will do this. After a couple thousand years, there's nothing left but green. At that stage, it's called "patina" rather than "verdigris", and it's best not to try to remove it all from an ancient coin, because the patina is the only thing preserving the coin's original detail.
From the looks of it, the coin has already been cleaned somewhat. It probably looked even worse straight after it was dug up.
