Looks like it's Struck Through Grease. It could be altered, but it doesn't appear to be IMO.

Look at the rim. Is it silver?

I don't know any way to tell for certain. There are differences on the reverses of some years but it looks (to me) like you have a normal run of the mill reverse so that's no help.

Maybe an expert can tell you more.

As for any premium -- I don't think so. There might be if the coin was otherwise flawless but as it is, I don't think so. Still, it's fun to find the oddities.

Hmmmm.

The P mintmark makes me think that the coin wasn't minted until 1980 but if that's the case, there should be some copper visible in the rim.
