I am going to show my ignorance here, but I have to ask, what is NBU? (I know all Uncirculated coins are Mint State [MS])

Broken coin Numismatic brilliant uncirculated. They are saying this now instead of proof like for items that have come out of mint sets

Thanks Coin Chick, I had never come accross the term NBU, and with a grade of MS67 one would expect a high quality coin with nice eye appeal (unless it was over graded).

I sent a 2005 proof like cent to ICCS. Grade was "MS-67 Numismatic BU" on the certificate

In 2005 the Mint released the "first strike" set of coins. ICCS, just like PCGS and NGC did for american coins, slabbed these coins with the mention "first strike" in the observation field.
A few months into the year, some collectors sued PCGS and NGC - how could they be sure those coins were indeed the first ones struck by the American mint? ICCS realized they could also be sued and stopped making any distinction. But then, how to differentiate these coins from the others, after all, they came on different packaging - meaning, they were not PL and not out of rolls. Hence the moronic "numismatic BU" (in fact, as we all learned later, these coins were picked up randomly from hoppers and sent for packaging - they have nothing special, it was just a commercial gimmick).
Why moronic? Because all and any coins are numismatic pieces, and they are not necessarily BU (brilliant uncirculated).
2005 was a confusing year for ICCS. I have twoonies named everything: circulation coins named NUBU, PL named MS, and so forth. To make matters worse, ICCS ignored the requests from the community and never explained what they meant by NUBU. ICCS could have simply called the coins by their names: coins from uncirculated sets (as CCCS does), but that was too simple.
Only after 2007/08 we see a bit of consistency (yet, errors in labeling abound) but after the interruption on the production of the PL set in 2011, NUBU as a denomination should be abandoned for coins dated 2011 on.
People complain about the "improper" use of the term PL. I think NUBU is worse: PL at least has a proper definition, NUBU is plain s****d.
