That seller has been accused of being a gasser more than once. Could be the same coin.

Although the NGC pics suck I would probably agree with you...the ebay coin is definitely at an angle to highlight the toning and the NGC image does not really show an RB coin....looks totally brown I would have loved to enlarge that NGC obverse because there are some markers visible on the ebay enlargement that would have confirmed it

It looks like the same coin to me. You can see the two obverse spots at 10 o-clock on the NGC picture.

Are coins with this coloring worth more? What causes this coloring?

I don't know about being worth more. Copper collectors have certain preferences depending on the series. Color for silver coins tend to carry more of a premium- Chocolate-blue Indian cents are another matter altogether.

And what, pray tell, is a "gasser"? TPG slabs are not air-tight. It is possible to introduce gases into them which will cause an already-slabbed coin to artificially tone. Done right - and there are those who are capable - it's almost indistinguishable from natural toning.

Same coin, has the same rim nick at 4 o'clock on the obv.
In the case of the coin scubu posted once again you have pictures from different angles and lighting so you can't really tell if something has been done to it or not.
