It's definitely a high 9... check out the difference as to where each of the tails of the nine is in relation to other coins... the normal 9 tail falls well below, and the high 9 tail is even.
They're both awful looking coins though, doc... I'm sure if you want to get yourself a nicer high 9 variety with a bit of patience one will come along...
